are running ads, don't cut medicare and medicaid. at the same time the defense industry, manufacturers, they're lobbying against cuts. afraid jobs will be lost for the people who make the weapons. the list goes on and on. so how does this shape a potential deal? >> well, there's pressure from both sides. negotiators in congress right now from both parties are trying to find a way to avoid the cliff. that could be a temporary way to do that and come back over tax reform next year. i think what the signs are that the president wants to raise tax rates on the wealthiest 2% of earners, a balanced approach, but the republican party is saying, hey, wait a minute. let's close tax loopholes, close deductions. that's a better way. so i think they are looking for are a path down the middle. >> doug, try to reconcile all of this. you have "the washington post" which highlighted the number of polls showing people want smaller government but they don't want cuts in any of the entitlement programs. they do want the deficit cuts. you can't have it all, right? >> right. well, if you look at the exit polling

're not going to touchdown social security, maybe medicare, medicaid, but not social security and republicans will say, wait a minute, you're not serious. we're giving ground on revenue, you got to give ground on spending. and, brooke, i think the biggest thing here is that this bill, if they get a bill, is going to be so unpopular because it is going to raise taxes and it is going to cut benefits and getting the votes to pass this is going to be enormously difficult. >> you bring up the benefits issue. let me run through this, because it brings us back to the possibility of no deal whatsoever. again, on the automatic tax increases come january 1. we're talking about a lot of stuff here. the bush era tax cuts expire. as does the president's so-called payroll tax holiday on social security deductions, follow along with me, the so-called marriage penalty returns full force, you also have extended unemployment set to expire here. and the child tax credit drops by half. capital gains go up. bob, today, you know, the white house is warning that this could have a crushing impact on the u.s. economy

you said in terms of medicare reform and medicaid. obviously republicans are saying, look, in exchange for any type of taxes going up, we want to see some real entitlement reform. you talk about cracking down on waste, fraud and abuse. is there enough revenue from waste, fraud and abuse and m medicare to get the type of serious deficit reform needed to bring down the $16 trillion debt? >> well, you know, i think anytime you're talking about a deficit, there's two ways to bring it down, and i know you know this well. you're either going to raise revenue or have cuts, and i would continue to argue for a balanced approach which means i do think you can find savings in both programs. but what i'm concerned about is what the real agenda is and the real agenda, in my opinion, is to end medicare. i mean, that was certainly a big item in the presidential debate is changing medicare into a voucher program. so what i don't believe in is changing the fundamental structure where we break the guarantee to seniors that we've had in our country for decades. that i disagree with. finding savings, ther
